Giving 6 April 1991 the US press review on the progress of privatization in Eastern Europe, the newspaper "Time" admits: "As privatization is considered painful and sometimes dubious process, the Western financial institutions such as the World Bank, the International Monetary Fund and the new European bank reconstruction and development should help to make it successful. Professor Sachs said: "We in the West have to bribe and persuade the government to go forward." Apparently, the "bribe and persuade" failed, and in 1991 the Supreme Soviet adopted the law on the privatization of industrial enterprises, and in 1992-1993. Russian mass privatizatsiyapromyshlennyh enterprises was carried out. Before that they were in public ownership, which was the state manager.
